As it is absolutely necessary for the proper working of Ordinance 22 of 1887, entitled The Opium Ordinances 1884 and 1887, that a correct stock of the Opium in the Colony should be kept; and as it is possible that some Importers who had not taken delivery of their cargoes before the 1st instant have inadvertently omitted to report any of the drug that might have been in your possession on that date, I shall feel much obliged by your furnishing me, at your early convenience, in the form annexed, with a statement of all Opium remaining in your possession on the 1st instant.

Some doubt appears to exist as to whether through cargo should be included in the Returns furnished to this Office; but, as sometimes circumstances render it necessary that some of the through cargo should be landed in the Colony or transhipped to another vessel, it would secure accuracy if all Opium entering and leaving the port were entered at this Office; and with this view I would request you to be good enough to furnish me at your early convenience, in similar form, with the following Returns:-

(a.) Statement of Opium imported (including through cargo) on and since the 1st instant.

(b.) Statement of Opium exported (including through cargo) on and since the 1st instant.

(c) Similar Statements immediately after the arrival or departure of any of your vessels.
